Grav (flat-file) plugin

Grav (flat-file) plugin, in Ariada channel pack 21, exposes this public implementation purpose: Grav Ariada is a self-contained Grav 1.7 plugin that renders a strict, read-only Ariada accessibility gate in classic Grav Admin. PHP never scans the site. It either reads one pre-generated scan.json file or launches the official @ariada-org/cli as an argument vector and reads that CLI artifact.
